Ian Ballinger, President and Chief Technology Officer

Ian is recognized by his peers as one of the foremost engineers of spacecraft propellant tanks, composite overwrapped pressure vessels (COPVs) and high performance composite structures. His technical success is derived on his diverse capability in design, analysis, materials, manufacturing and lean engineering. Ian was formerly Chief Engineer at Dowty Aerospace and Alliant Tech Systems (ATK) and has been technical lead on mission critical propellant tanks for all of the major satellite primes. Ian has published nearly twenty technical papers, holds several patents, awards including Outstanding Engineering Achievement from Engineers’ Council and the Rotary National Award for Space Achievement (Stellar Award). Ian joined Keystone Engineering in July 2013 and has a First Class Engineering Degree from Staffordshire University, UK.

Wayne Tuttle, Director of Weld Technology and Mission Assurance

Wayne has over 36 years of experience supporting the aerospace and nuclear industries by developing innovative devices and processes for the joining and thermal processing of metals. During his career he has provided consulting services to nearly all US Primes including, Boeing, Honeywell, Lockheed Martin, NASA, Northrop Grumman, SpaceX and the USAF, as well as consulting and lecturing in Europe and Asia. He has authored more than a dozen papers and articles, holds several patents, and has been recognized with Outstanding Engineering Achievement Awards from the Engineers’ Council for his work in high power laser welding for commercialization of manned spaceflight and spacecraft mission extension and end-of-life safety. Additionally, he has been twice nominated for Rotary National Award for Space Achievement Stellar Awards. Wayne has been at Keystone Engineering since 2004, and has a Bachelor of Science degree from the University of Redlands.

Manoj Bhatia,VP Business Development

Manoj has over 20 years of engineering experience including roles as stress analyst, software development engineer, program manager and technical leader. For the past 15 years Manoj has worked with aircraft and space components (propellant and pressurant tanks). Prior to joining Keystone Engineering, Manoj was employed by Alliant Tech Systems (ATK). He started his career at ATK as a Project Engineer, progressing to Program Manager, and advancing to Director of Engineering. While serving as Director of Engineering, Manoj presided over several qualifications of propellant tank programs. Manoj holds a Bachelor of Science Degree with an emphasis in Mechanical Engineering from California State Polytechnic University, Pomona (Cal Poly Pomona), as well as a Masters of Science with an emphasis in Engineering/Management from Cal Poly Pomona. Manoj also holds a MBA from Pepperdine University with an emphasis in International Business/Global Management. Manoj holds several Professional Licenses/Certifications including Professional Engineer from the State of California and Project Management Professional from PMI.

Robert Manning,Ph.D. PMD & Fluids Analyst

Robert has over ten years of experience studying surface tension dominated fluid dynamics and designing propellant management devices (PMD). Currently he is being mentored and advised by Dr. Mack Dowdy in PMD design techniques. He has published several papers and hold several patents. Additionally, he is a graduate of Purdue University (BS 2004, MS 2006) and completed his doctorate at the same institution.

Mack Dowdy, Senior PMD & Fluids Analyst

Mack provides propellant management device (PMD) design and analysis support exclusively to Keystone Engineering Company. Mack has 40 years of experience in the conceptual design, performance analysis, and testing of surface tension PMDs. His first PMD experience was at the Jet Propulsion Laboratory (JPL) where Mack was in charge of the development of the PMD for the Viking 75 Orbiter which was the first use of a surface tension PMD in the planetary program. During that program, Mack gained experience in PMD conceptual design and performance analysis, drop tower testing of scaled models, slosh testing and analysis of a prototype PMD tank, and measuring the surface tension and contact angle of propellants. While at JPL, Mack provided PMD consulting services to several companies who were developing PMD tanks. In 1996, Mack and two fellow JPL engineers formed a small engineering company, Angeles Crest Engineering, Inc. (ACEI) with Mack serving as President. For the next 20 years, Mack provided PMD design and analysis support to Keystone Engineering Company. During that time, PMDs were designed for satellite and launch vehicle applications. Many of the designs are still operating successfully in space. Mack has a Bachelor’s Degree from Georgia Tech, a Master’s Degree from Ohio State University, and a Ph.D. from Georgia Tech, all in mechanical engineering.
